When you design your app to function the way most people expect, you decrease the need for settings. If you still have ANY icons remaining, swipe downwards over them and bring up the search box. Search for "settings" and open the settings app if it is listed. Select settings->general->reset->reset home screen layout. That worked for me, and although all the folders and personalizations made to the home screen were gone, it brought all the icons. Select iCloud from the Apple ID screen. Scroll down a bit and select iCloud Backup. Turn off the toggle for iCloud Backup. When asked for confirmation, tap OK. Once you’ve turned off iCloud Backup, go back to device’ home screen, the notification badge from the Settings icon should.
