The Planner app appears in the App Launcher for all but 2 users. They have to use the https://tasks.office.com URL to get to it. The 2 users happen to have Macs, but some of the other users also have Macs and it appears for them, so I don't think this is an issue with the Mac.I removed and re-added the license to these 2 users, but that didn't.
