App State Tuition Waiver. Fixed Tuition is a program for qualifying NC residents pursuing a first bachelor’s degree. Eligible students who enroll for the first time at Appalachian State will be charged the tuition rate of their entering semester for the next 8 consecutive semesters of their enrollment. Any employees of the University system who works at least ¾ time, at least 9 months a year, and contribute to the retirement system are eligible to participate in the tuition waiver program. 2.
